NYPD cops allegedly harassed deaf Asian department techie: lawsuit


A deaf Asian NYPD techie endured a twisted two-year campaign of sick sexual and racial harassment from a pair of male cops who tried to coax her into seamy threesomes, a bombshell new lawsuit claims.

Civilian computer worker Megan Kwan — who relies on hearing aids and lip-reading to communicate — says in Manhattan court documents that her nightmare culminated with one of the sex-obsessed officers pulling a loaded gun on her inside NYPD headquarters after repeated rejections.

“What I had to tolerate was degrading in a way I still struggle to put into words,” Kwan told The Post.

“What made it worse was that the people who were supposed to protect me saw it and laughed, or looked away. I kept thinking someone would step in. No one did.”

Kwan says she started working at the Police Department as a college intern in 2021 and then became a full-time civilian employee in its IT department in 2025. 

Her workplace hell began when NYPD Officer Quilbvio Espinal joined the Cyber Security Team in 2024, according to the lawsuit.

“He repeatedly told her he wanted an ‘Asian wife,’ called her his ‘baby momma,’ openly boasted of his ‘Asian fetish’ and sent her a steady stream of pornographic and racist videos, including one that mocked the way a deaf woman moans during sex,” said Kwan’s lawyer, John Scola, to The Post.

Then-Sgt. Jayson Valentin was Espinal’s supervisor at the time — and soon joined in on the psychological torture, court documents allege.

Kwan says in her suit that the horny cops proceeded to relentlessly bombard her with obscene sexual and racial texts, gross videos mocking her hearing disability and demands for nudes.

Valentin sent her “at least one” X-rated picture himself — of his penis, court documents said.

“Does it look like I would get a b— j– in private,” said one of the several texts about oral sex sent to Kwan, according to the suit.

Espinal also propositioned her for a threesome with his wife, the lawsuit claims.

Valentin pestered Kwan for “sex and a threesome,” too, the suit alleges.

The victim’s office nightmare hit a terrifying point at police headquarters in March when a spurned Espinal pointed his loaded, department-issued firearm straight at her face, according to court papers.

“When he pointed that gun at my face, time stopped,” Kwan told The Post.

“My only thought was that I was going to die at my own desk and that I would never see the people I love again.”

Espinal was slapped with handcuffs that night and currently faces menacing charges from the Manhattan District Attorney’s Office.

Kwan claims that’s far from enough punishment — and notes that Valentin has since been promoted to lieutenant.

Espinal’s lawyer said, “This complaint is utterly preposterous, shameful, absurd, and entirely frivolous.’’

Valentin’s lawyer was unable to be reached.

The NYPD, which is also named as a defendant in the lawsuit, was asked for comment by The Post and responded that Espinal has been suspended with pay.

“Every part of it was preventable, and every part of it has changed my life,” Kwan told The Post.

“I am speaking out because no one should have to live through what I lived through and because I refuse to be made to feel ashamed for something that was done to me.”
