Canada’s AI talent advantage: Why the country ranks third globally despite spending far less than the U.S.
Artificial intelligence has become one of the defining technologies of the modern economy, transforming everything from healthcare and finance to manufacturing and logistics. Governments and businesses worldwide are investing heavily in AI infrastructure and talent, creating an increasingly competitive race for skilled professionals. In the United Kingdom alone, government projections suggest that jobs directly involving AI activities could reach 3.9 million by 2035, representing around 12 percent of the workforce.
Yet when it comes to AI leadership, investment is only part of the story. A new analysis by the firm Teamed indicates that countries able to cultivate, attract, and retain AI talent may have a more sustainable competitive advantage than those simply spending the most money. The study ranks nations using a combination of AI investment, hiring demand, talent concentration, patents, research output, and workforce indicators.
While the U.S. remains the world’s leading AI nation, Canada emerges as a success story, ranking third globally despite a relatively modest level of investment compared with its southern neighbour.
The U.S. tops the ranking with an AI Talent Score of 9.18 out of 10. Its position is driven by extraordinary levels of investment, with more than US$180 billion invested in AI startups and over US$52 billion directed toward generative AI initiatives.
America also remains home to many of the world’s leading AI companies and research institutions, creating a powerful innovation ecosystem that continues to attract global talent.
However, the findings reveal an important nuance. Despite its financial dominance, the United States lags behind several countries in terms of AI talent concentration. This suggests that while America remains the epicentre of AI investment, the competition for skilled professionals has become increasingly global.
Canada’s key strength
Canada ranks third overall with an AI Talent Score of 8.89, ahead of the United Kingdom, Israel, Singapore, Germany, France, and Australia. What makes Canada’s performance notable is that it achieves this position while attracting only a fraction of the investment flowing into the U.S. AI ecosystem.
According to the analysis, Canada recorded approximately US$3.1 billion in AI startup investment and US$209 million in generative AI investment during 2025. These figures are dwarfed by U.S. spending, yet Canada’s AI hiring index, AI job posting rates, and talent concentration remain exceptionally strong.
The report highlights Canada’s software-to-AI transition rate of 64.67 percent, indicating that existing technology professionals are successfully upskilling into AI-related roles. This may be one of the country’s greatest strategic advantages.
Canada’s strong performance is not accidental. The country has spent decades building foundations in artificial intelligence research. Institutions such as the University of Toronto, the University of Montreal, the University of Alberta, and the Vector Institute have become internationally recognised centres of excellence. Researchers including Geoffrey Hinton, Yoshua Bengio, and Richard Sutton helped establish Canada as one of the world’s leading AI research hubs long before the generative AI boom.
The federal government’s Pan-Canadian Artificial Intelligence Strategy, first launched in 2017 and subsequently expanded, has also played a significant role in supporting research, training, and talent development. As a result, Canada now benefits from an ecosystem where education, research, and commercialisation increasingly reinforce one another.
One of the most interesting conclusions from the rankings is that AI leadership is no longer solely determined by investment. For instance, India ranks second globally despite attracting only a small fraction of U.S. funding. Canada ranks third under similar circumstances. Finland and Sweden also outperform many larger economies due to strong talent pipelines and hiring activity.
The findings suggest that workforce quality, educational systems, research output, and employer demand may be becoming more important predictors of long-term AI success than venture capital alone.
Rather than focusing exclusively on attracting large-scale investment, governments may achieve greater returns by investing strategically in education, immigration pathways, research infrastructure, and workforce development.
The report also highlights a growing challenge facing employers worldwide: finding enough qualified AI professionals. Tom Price-Daniel, co-founder of Teamed, argues that AI recruitment has become a global issue rather than a local one. As demand continues to outpace supply, companies are increasingly looking beyond national borders to find the expertise they need. This trend presents both opportunities and challenges for Canada.
On one hand, Canadian AI professionals are increasingly attractive to multinational employers seeking highly skilled talent. Remote working arrangements and cross-border hiring mean Canadian specialists can access a far broader range of opportunities than ever before. On the other hand, Canadian companies face growing competition from international firms capable of recruiting talent regardless of location.
The critical question is whether Canada can sustain its current advantage. Competition is intensifying. France, Germany, Singapore, Israel, South Korea, and the United Kingdom are all increasing AI investment and expanding workforce development programmes. Meanwhile, the United States continues to dominate private-sector funding.
Canada’s continued success will likely depend on several factors, including maintaining world-class AI research institutions and expanding training opportunities for AI skills.
