Gavin Newsom after ordering them to get off the couch and back into the office.<\/p>\n<p>In a memo obtained by The Post sent to Cabinet Secretary Nani Coloretti,\u00a0Newsom wrote that the\u00a0 governor\u2019s executive order mandates that workers who telework return to the office for at least four days per week, with just one day to telework, starting July 1.<\/p>\n<p>\u201cAs you all know, CalHR last year negotiated agreements with the unions to delay the implementation of the Executive Order until July 1, 2026,\u201d the memo read. <\/p>\n<p>\u201cCabinet Secretaries should take all necessary steps to implement the Executive Order, effective July 1, 2026, with an expectation of working in the office or in the field 4 days per week.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>State employees are furious with California Gov. Gavin Newsom after ordering them to get off the couch and back into the office. <span class=\"credit\">REUTERS<\/span><\/figcaption><\/figure>\n<p>Last year, Newsom faced push back from unions over Executive Order N-22-25 and it\u2019s happening again. Unions like SEIU Local 1000 \u2014 which represents nearly 100,000 state workers, and CAPS UAW, representing 6,000 scientific workers for the state \u2014 have blasted the governor over the move.<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<p>\n<span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe title=\"California workers push back as Newsom expands in-office requirements\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/RRBJIOhaS_4?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/span>\n<\/p>\n<\/figure>\n<p>In a press release from SEIU Local 1000 \u2014 it wrote that \u201cas the State refuses to bargain in good faith over changes to teleworking conditions, SEIU Local 1000 filed an Unfair Labor Practice Charge with the Public Employment Relations Board (PERB).\u201d<\/p>\n<p>\u201cSEIU Local 1000 remains committed to fighting for Telework that Works through bargaining, legislation, and statewide member organizing efforts.\u201d<\/p>\n<p>The union said in the unfair practice complaint that the RTO was a violation of the The Dills Act, which \u201crequires the State to meet and confer in good faith over mandatory subjects of bargaining, including work location, schedules, and telework.\u201d<\/p>\n<p>The union claimed that the state has refused to bargain over the main issue which is whether \u201cemployees will be required to report to the workplace four days per week.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Last year, Newsom faced push back from unions over the order and it\u2019s happening again. <span class=\"credit\">killykoon \u2013 stock.adobe.com<\/span><\/figcaption><\/figure>\n<p>CAPS UAW \u2014 blasted \u201cNewsom\u2019s harmful Return to Office mandate.\u201d<\/p>\n<p>The union slammed the executive order as \u201cnot based on fiscal responsibility\u201d on its Instagram page.<\/p>\n<p>The social media for the group is filled with videos about why the RTO is wrong.\u00a0One clip said that \u201cscientist in public health\u201d are against this because they know \u201cthe risk that more cars on the road will pose to Californians.\u201d <\/p>\n<p>Another post said that work spaces need to be clean. \u201cNo roaches, No rats.\u201d<\/p>\n<p>Professional Engineers in California Government(PECG) \u2014 which represents 15,000 employees \u2014  announced its legal opposition to the RTO.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Another post said that work spaces need to be clean. \u201cNo roaches, No rats.\u201d <span class=\"credit\">Instagram\/@capsscientists<\/span><\/figcaption><\/figure>\n<p>\u201cWe have been leading this fight from the beginning,\u201d PECG Executive Director Ted Toppin said, \u201cbut we would welcome the opportunity to have a real discussion about the many benefits of telework flexibility with this Administration.\u201d<\/p>\n<p>\u201cTelework absolutely supports the Administration\u2019s objectives to cut state government costs, reduce carbon emission to address climate change, and ease congestion on our roadways.\u201d<\/p>\n<p>Other large unions in the state who opposed the move last year, like ACSS, CASE, and IUOE Local 39, have yet to react to the latest memo. Together the three represent more than 16,000 state workers.<\/p>\n<p>The Post reached out to the various unions for further comment.<\/p>\n<p>Newsom also stated that departments should\u2019ve already planned for the additional workspace to allow the return of the workers.<\/p>\n<p>\u201cNinety-eight percent of departments have sufficient space for all employees to return to the office 4 days per week.\u201d<\/p>\n<p>It also pointed out that there would be no excuses or allowance for any departments that claim they don\u2019t have space.<\/p>\n<p>\u201cNot having sufficient space for all employees to be in the office at least 4 days will not excuse or delay a return to office to the maximum extent feasible.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Newsom first issued an order in 2024 requiring two days of in-person work, a policy that was later expanded to four days a week. <span class=\"credit\">Getty Images<\/span><\/figcaption><\/figure>\n<p>The Post reached out to the governor\u2019s office about the complaint from the union. Roy Kennedy, Deputy Secretary of Communications and External Affairs, said that \u201cthe memo speaks for itself, and we are working toward a smooth transition for all telework\u2011eligible employees to return to the office four days per week on July 1.\u201d<\/p>\n<p>CalHR also issued a statement that it \u201cdoes not comment on pending litigation.
