There is no way anyone is gonna tell me that she had cases for three or four years, and my nephew died \u2014 it\u2019s not something that happened overnight or in a couple of weeks or a couple of months. \u00a0<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>\u201cIt had to be going on for a while, so all this information, DOI should have access to,\u201d she said.<\/p>\n<p>The DOI report, released May 5, found ACS to be one of the Big Apple\u2019s cagiest agencies.<\/p>\n<p>According to the investigation, ACS barred DOI from reviewing files on 17 of 18 child fatalities that occurred under the agency\u2019s recent oversight.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>De\u2019Neil Timberlake, 5, overdosed on methadone in 2025 \u2014 and became one of dozens of children to die under the supervision of ACS in recent years. <span class=\"credit\">Obtained by NY Post<\/span><\/figcaption><\/figure>\n<p>In 2024, ACS denied access to 13 out of 16 such child fatalities and withheld 19 out of 25 files in cases involving children\u2019s deaths in 2023, according to the DOI report.<\/p>\n<p>It has also denied access to records of alleged sexual misconduct.<\/p>\n<p> \u201cWhen a New York City child dies or suffers severe injury due to neglect or abuse, it\u2019s not only a tragedy,\u201d the report said. \u201cIt\u2019s a failure that should prompt city government to ask where we went wrong and what we can do better.\u201d  <\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Demonstrators ask for justice for Jahmeik Modlin, 4, who also died under the oversight of ACS. <span class=\"credit\">Robert Mecea<\/span><\/figcaption><\/figure>\n<p>The DOI report was released exactly one year after The Post reported on more than a half-dozen children who died under ACS supervision because of chronic neglect and abuse.<\/p>\n<p>In little Jahmeik\u2019s case, his mother and dad, Laron Modlin, had been the subject of at least four ACS neglect reports since 2019, before the boy starved to death Oct. 13, 2024.<\/p>\n<p>The fully stocked fridge in the family\u2019s home was turned to the wall so the tot couldn\u2019t get to the food.<\/p>\n<p>In another tragic case, De\u2019Neil Timberlake, 5, overdosed on methadone in The Bronx on July 16, 2025, while his father, Darrell Timberlake, was under ACS investigation and had previously been busted and charged with acting in a matter injurious to a child.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Jahmeik was starved to death, and his mom, Nytavia Ragsdale, now faces murder charges.<\/figcaption><\/figure>\n<p>\u201cThere should be transparency across the board,\u201d De\u2019Neil\u2019s grandfather, Joseph James, said. \u201cThat should be the law. As it stands right now, it makes no sense. It\u2019s wrong.<\/p>\n<p>\u201cMy grandson died,\u201d he said. \u201cIt was a slip through the cracks.\u201d<\/p>\n<p>Julius Batties, whose 7-year-old daughter, Julissia, was beaten to death by her mother in 2021 after ACS returned the girl to her troubled mom\u2019s Bronx apartment, said all of the agency\u2019s records should be made public.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Navashia Jones pleaded guilty to manslaughter in the horror abuse death of her daughter, 7-year-old Julissia Batties. <span class=\"credit\">Robert Miller<\/span><\/figcaption><\/figure>\n<p>\u201cRelease everything,\u201d he said. \u201cI don\u2019t care if some calls and makes a call and it\u2019s fake. To me, it looks like [ACS officials] are hiding something when they hold back on information.<\/p>\n<p>\u201cThat\u2019s why the system is so bad today,\u201d he said.<\/p>\n<p>In another case, Nazir Millien, a disabled 8-year-old boy, died next to his troubled mom inside their Bronx apartment \u2014 and lay decomposing in the home while the boy\u2019s 4-year-old sister survived on scraps.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Julius Batties, the father of Julissa, wears her likeness in court after her death under ACS care. <span class=\"credit\">Matthew McDermott<\/span><\/figcaption><\/figure>\n<p>NYPD cops and ACS workers had both knocked on the door but apparently didn\u2019t get an answer and walked away from the horror scene.<\/p>\n<p>\u201cWhat matters the most are the children,\u201d Nazir\u2019s grandfather, Hubert Cotton, told The Post. \u201cTheir interest should be first, above everything.\u201d<\/p>\n<p>Cotton said all relevant city agencies have to be part of the solution.<\/p>\n<p>\u201cMore heads together are better, so they should all sit together and work \u2026 out what to do to make it better,\u201d he said. \u201cIf they want to get better, everybody must be looking at the same thing.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Ragsdale was charged in the starving death of her young son Jahmiek. <span class=\"credit\">Pool photo by Gregory P. Mango<\/span><\/figcaption><\/figure>\n<p>\u201cACS should have a seat at the table, too, because at the end of the day, they are responsible.\u201d<\/p>\n<p>Officials at ACS have repeatedly cited their agency\u2019s commitment to youngsters under their supervision but noted they also have a mandate to protect the identities of children and families in their care.<\/p>\n<p>\u201cACS appreciates the important oversight role of the Department of Investigation and we remain committed to holding individuals accountable in any instance of potential employee misconduct,\u201d a rep for the agency said in a statement Sunday.<\/p>\n<p>\u201cACS also remains committed to transparency and accountability in our operations, while safeguarding the confidentiality of the children, youth and families who we serve,\u201d the representative said.<\/p>\n<p>Under state Social Service Law, information about those families is confidential.<\/p>\n<\/p><\/div>\n<p><!-- \u603b\u5bb9\u5668\uff1a\u6700\u5927\u5bbd908px Grid\u7d27\u51d1\u5e03\u5c40 -->\r\n<div style=\"display: grid;
