In the U.S., community banks\u00a0serve communities, businesses, and consumers throughout the country. The Federal Reserve\u2019s community bank program supervises domestic state member banks, bank holding companies, and savings and loan holding companies having less than $10 billion in total assets.<\/p>\n<p>Credit unions differ to community banks, with credit unions being not-for-profit, member-owned cooperatives often offering better savings rates, lower loan fees, and a personalized service. Community banks are for-profit, locally owned institutions focused on small business lending and competitive service, with easier access.<\/p>\n<p>Both offer safe, localized, and personal alternatives to large, national banks, yet the two types of financial institutions have often been at odds in terms of regulations and with attitudes of finance professionals and users. Some of these differences are apparent in the new report, albeit with a leaning towards the community bank concept.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-should-credit-unions-be-regulated-more\"><strong>Should credit unions be regulated more?<\/strong><\/h2>\n<p>Despite credit unions being not-for-profit (and oriented to supporting poorer people), sometimes they can amass large surpluses. The polling data showed overall support for reforming credit union policies. For example, 58% of respondents said credit unions that operate like banks should have to pay taxes like banks. In another push for more regulation, 56% indicated that credit unions should be required to follow stricter regulations to justify their tax exemption.<\/p>\n<p>The report also found that a majority of respondents support policies to promote community bank formation and lending. Here, 58% of people said the formation of new community banks is important to the health of the nation\u2019s banking system, though few new community banks have been chartered in recent years due to excessive regulatory burdens.<\/p>\n<p>To make this task easier, 58% suggested policymakers should reduce regulatory burdens on community banks to help increase access to home loans. This is cited in the report as being in line with Title VI of the House-passed 21st Century ROAD to Housing Act (H.R. 6644) and with the Main Street Capital Access Act (H.R. 6955).<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-no-to-credit-card-reform\"><strong>No to credit card reform?<\/strong><\/h2>\n<p>On credit cards, there were fewer people in favour of reform. Notably, 63% of adults say consumers would bear the cost of changing the technology that is used to conduct credit transactions at the register\u2014as laid out by the Credit Card Competition Act (S. 3623\/ H.R. 7035)\u2014and 61% add that such a move would be risky.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-banking-and-commerce-divide\"><strong>Banking and commerce divide<\/strong><\/h2>\n<p>The majority of respondents favour keeping banking and commerce separate, to the tune of 61% suggesting that allowing commercial companies to own banks without being subject to all banking regulations\u2014as permitted by the industrial loan company loophole\u2014increases risks to the financial system.<\/p>\n<p>There was also a majority in favour of rural lending, with similar patterns drawn across voting intention. Here, 71% of Democrats and 69% of Republicans say current economic conditions make it more important for Congress to pass a new farm bill this year.
