Gavin Newsom will likely be leaving California with a budget mess when leaving office after this year. <span class=\"credit\">Bloomberg via Getty Images<\/span><\/figcaption><\/figure>\n<p>California\u2019s budget hawks, the LAO, which have provided fiscal and policy advice to the Legislature for 75 years, noted in their report that revenue may be up $100 billion since Newsom took office in 2019. <\/p>\n<p>However, costs to maintain services have also increased and the state has squandered surpluses with discretionary spending.<\/p>\n<p>Shockingly, the report also highlights how California officials cannot fully account for how much taxpayer money it spends on employee compensation or how many workers are paid with general fund dollars.\u00a0<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>Lawmakers were stunned over the report\u2019s findings and immediately took aim at California\u2019s commander-in-chief.<\/p>\n<p>\u201cGovernor Newsom\u2019s colossal spending disaster will likely be his biggest legacy: recurring deficits of tens of billions of dollars despite growing revenue,\u201d state Sen. Roger Niello (R-Fair Oaks) told The Post.<\/p>\n<p>The LAO also found about 70% of the $100 billion increase in spending was used to sustain existing services, including programs such as Medi-Cal, K-14 education, developmental services and in-home supportive care.\u00a0<\/p>\n<p>But the remaining 30% included a vast expansion of university funding, childcare, police oversight, firefighting services and Medi-Cal coverage \u2014 including health care of undocumented immigrants.\u00a0<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Increases in funding for state universities have profoundly raised state spending, according to a new report. <span class=\"credit\">AP<\/span><\/figcaption><\/figure>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>A new report partly attributed budget shortfalls to California\u2019s spending on health care for undocumented immigrants.  <span class=\"credit\">James Keivom<\/span><\/figcaption><\/figure>\n<p>The LAO said eliminating all discretionary expansions adopted since 2019 would save about $15 billion \u2014 just half of the potential annual shortfalls.<\/p>\n<p>\u201cAs noted by the Legislative Analyst\u2019s Office report, \u2018underlying costs and discretionary choices were never affordable,\u2019\u201d Niello said.<\/p>\n<p>Assemblymember David Tangipa was furious over the report\u2019s findings.<\/p>\n<p>\u201cWe\u2019re looking at deficits in the tens of billions and the state can\u2019t even tell you how many people it\u2019s paying or what they cost?\u201d he scoffed. <\/p>\n<p>\u201cThe LAO says the data isn\u2019t reliable.\u201d\u00a0<\/p>\n<p>Tangipa added, \u201cThat should stop everyone in their tracks.\u201d<\/p>\n<p>Tara Gallegos, a spokesperson for Newsom, disputed the report\u2019s findings on \u201cnew\u201d spending under the governor since 2019. <\/p>\n<p>\u201cThis isn\u2019t spending on new programs \u2014 it\u2019s the cost of maintaining existing commitments like schools, health care, and services for vulnerable Californians,\u201d Gallegos wrote in an email. <\/p>\n<p>\u201cThe governor has consistently called for fiscal discipline: the state must manage long-term obligations, curb spending, and maintain a balanced budget.\u201d<\/p>\n<p>H.D. Why can\u2019t the state even count its own payroll.\u201d<\/p>\n<p>\u201cAbsolutely ridiculous.\u201d<\/p>\n<p>Thad Kousser, a political science professor at UC San Diego, told The Post that Newsom and the Legislature will almost certainly pass a balanced budget as required by June 15, but \u201cgimmicks\u201d could be employed.<\/p>\n<p>If budget issues persist ahead of the 2028 presidential campaign, Newsom may feel the pinch.<\/p>\n<p>\u201cGavin Newsom will absolutely be held accountable for California\u2019s financial health, growth and every policy that has come out of his time as governor,\u201d Kousser said.<\/p>\n<\/p><\/div>\n<p><!-- \u603b\u5bb9\u5668\uff1a\u6700\u5927\u5bbd908px Grid\u7d27\u51d1\u5e03\u5c40 -->\r\n<div style=\"display: grid;
