We turn around, and it\u2019s somebody scooping up the rocks and putting them into her shopping cart!\u201d said Kathryn Cervino, the stunned president of the Coastal Preservation Network.<\/p>\n<p>The scofflaw old lady had nearly filled up a quarter of her 5-gallon bucket with the pebbles when the group caught her red-handed, Cervino said.<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>Cervino said she confronted the woman, who feigned surprise that her actions were illegal and dumped her rocky loot back onto the ground before storming off.<\/p>\n<p>The piles of quarter-inch stone that the would-be thief tried to make off with had only lined the roughly mile-long walking path at the College Point park since last summer as part of a restoration project spearheaded by the CPN.<\/p>\n<p>The group used $13,000 in taxpayer money from a Greener NYC grant allocated from City Councilmember Vickie Paladino\u2019s office for the project \u2014 which marked the first time the path had been refreshed since Powell\u2019s Cove Park was created two decades ago.<\/p>\n<p>Sadly, the theft is not a standalone incident at the green space \u2014 where some locals are already notorious for chopping down dozens of city-owned trees to improve their million-dollar waterfront views.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>The suspected thief was scooping gravel into a 5-gallon bucket. <span class=\"credit\">facebook\/coastalpreservation<\/span><\/figcaption><\/figure>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>The Coastal Preservation Network spent $13,000 in taxpayer money to renovate the gravel path that a woman was caught scooping pebbles from. <span class=\"credit\">New York City Parks and Recreation<\/span><\/figcaption><\/figure>\n<p>\u201cI\u2019ve seen people throw nets over bushes and take all of the berries,\u201d Cervino said. \u201cI\u2019ve seen people digging up plants, like literally going with one of those individual shopping carts and a trowel and bags to put the stolen plants in. <\/p>\n<p>\u201cI\u2019ve seen a lot. Many people in town have seen a lot, too.\u201d<\/p>\n<p>Other neighbors of the park raised similar concerns on social media, with some claiming to have witnessed thieves hauling their plunder back to their homes.<\/p>\n<p>The park is also a haven for vandals and litterers, with graffiti covering benches and decorative rocks that line the peaceful sliver of bay.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>The scofflaws have targeted benches and even the park\u2019s decorative rocks lining the waterfront. <span class=\"credit\">Kathryn Cervino<\/span><\/figcaption><\/figure>\n<p>The secluded nature of the neighborhood and the park \u2014 which doesn\u2019t see typical patrols by city Parks Department officers \u2014 provides the delinquents the perfect cover to continue their antics.<\/p>\n<p>A Parks Department rep told The Post the agency has not received reports of such illicit activity. <\/p>\n<p>\u201cIf New Yorkers\u00a0witness\u00a0any illegal activity in our parks, we ask them to please alert Parks Enforcement Patrol or the NYPD,\u201d the representative said.<\/p>\n<p>Cervino said the damage \u201cleads some people to feel like they can take what they want or do what they want, because nobody\u2019s looking.<\/p>\n<p>\u201cIt\u2019s really disappointing.
