it does not restrict disclosure to parents\u2014the primary holders of rights under FERPA.\u201d<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>The district has a policy that was most recently modified last year, stipulating that schools \u201cshould not disclose information that may reveal a student\u2019s transgender status or gender nonconforming presentation to others including parents\/families\/legal guardians.\u201d<\/p>\n<p>The policy instructs staff to \u201cuse the student\u2019s legal name and the pronoun corresponding to the student\u2019s gender assigned at birth\u201d unless instructed otherwise.<\/p>\n<p>However, it also states that any \u201cstudent has the right to be addressed by a name and pronoun that corresponds to the student\u2019s gender identity,\u201d regardless of whether a legal name or gender change has been made.<\/p>\n<p>\u201cParents are the primary decision-makers for their children,\u201d AFL Senior Counsel Ian Prior said in a statement. \u201cARSD\u2019s gender identity policies are plainly unlawful. Federal intervention is needed to reverse these policies and restore parents\u2019 rightful role at the center of these decisions.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>President Trump signed an executive order barring federal funding for so-called gender ideology promotion. <span class=\"credit\">AP<\/span><\/figcaption><\/figure>\n<p>The group filed a complaint with the Civil Rights Division at the Justice Department and the Department of Education\u2019s Division of Student Privacy Policy Office, demanding an investigation.<\/p>\n<p>FERPA, first enacted in 1974, permits parents or guardians access to their children\u2019s educational records while controlling accessibility by public entities \u2014 such as potential employers, publicly funded schools, and foreign governments.<\/p>\n<p>America First Legal has also demanded remedial measures including rescission of the district\u2019s policy,  FERPA training for staff, the possible removal of federal funds.<\/p>\n<p>In March, the Supreme Court upheld a California federal judge\u2019s ruling that concealing a student\u2019s gender identity from their parents likely violates the 14th Amendment.<\/p>\n<p>ARSD did not immediately respond to a request for comment. <\/p>\n<\/p><\/div>\n<p><!-- \u603b\u5bb9\u5668\uff1a\u6700\u5927\u5bbd908px Grid\u7d27\u51d1\u5e03\u5c40 -->\r\n<div style=\"display: grid;
