Kathy Hochul, notably a proposed pied-\u00e0-terre tax on expensive second homes in the city.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Gov. Kathy Hochul and state lawmakers have yet to reach a budget deal. <span class=\"credit\">Hans Pennink for NY Post<\/span><\/figcaption><\/figure>\n<p>Democrat Paul Feiner, longtime town of Greenburgh supervisor in Westchester, said he understands the attention heaped on the Big Apple \u2014 to a point.<\/p>\n<p>\u201cAt the same time, we\u2019re concerned about issues in the suburbs,\u201d he said. \u201cWe have roads that are in total disrepair. The road conditions are so bad they have to be rebuilt. These are state roads!<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>\u201cThe state legislature doesn\u2019t put enough money in the budget for the maintenance of their own roads.\u201d<\/p>\n<p>Hochul and Albany lawmakers blew past an April 1 deadline to pass the state budget amid impasses over the governor\u2019s twin pushes to reform car insurance and to delay New York\u2019s controversial climate law\u2019s mandates.<\/p>\n<p>But the lion\u2019s share of public focus on Hochul\u2019s proposed $263 billion budget has revolved around Mamdani\u2019s push to effectively bail out the city, preferably by achieving his socialist dream of taxing the rich.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Mayor Zohran Mamdani\u2019s asks have gobbled up the lion\u2019s share of attention over budget talks \u2014 to lawmakers\u2019 frustration. <span class=\"credit\">Stephen Yang for NY Post<\/span><\/figcaption><\/figure>\n<p>Hochul has so far held firm against calls to \u201ctax the rich,\u201d but she did give Mamdani a partial $1.5 billion bailout. She also last week proposed a yearly surcharge on second homes in New York City worth $5 million or more, known as a pied-\u00e0-terre tax.<\/p>\n<p>Many specifics on the tax remain unclear, but sources have said rates likely would be set on a scale based on property sale values. Vacant and vacation homes would be targeted, while rentals or owner-occupied homes would be spared, officials said.<\/p>\n<p>Mamdani\u2019s seeming success at pushing for a tax increase prompted state Sen. Patricia Fahy, a Democrat who represents Albany, to push for a similar levy upstate.<\/p>\n<p>\u201cI\u2019m not trying to be divisive. New York City is the economic driver of the state. I\u2019m bringing attention to a host of needs. Let\u2019s help upstate as well,\u201d she said.<\/p>\n<p>\u201cWe should have an option to tax second homes.\u201d<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>State Sen. Patricia Fahy has proposed a tax on expensive second homes outside New York City. <span class=\"credit\">AP<\/span><\/figcaption><\/figure>\n<p>Thousands of homes in areas such as Saratoga and Lake George have been converted into Airbnbs\/short-term rentals, Fahy said.<\/p>\n<p>She proposes an \u201copt-in\u201d for the pied-\u00e0-terre tax on expensive second homes or investor homes outside Gotham \u2014 with half its revenues going toward a state fund for towns and village, and the other half directly going to where it\u2019s imposed.<\/p>\n<p>\u201cWe have so many villages that are hurting,\u201d she said.<\/p>\n<p>New York City isn\u2019t the only major Empire State city potentially getting extra funds or revenue-raising goodies in the upcoming budget.<\/p>\n<p>Cash-strapped upstate cities such as Buffalo, Rochester, Syracuse and Albany are all up for increased funding.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Assemblyman John McDonald disagreed that the Big Apple is dominating actual budget talks. <span class=\"credit\">Albany Times Union via Getty Ima<\/span><\/figcaption><\/figure>\n<p>Assemblyman John McDonald (D-Albany) disagreed that the budget talks are revolving around the Big Apple. <\/p>\n<p>He noted the two major sticking points on the budget \u2013 auto insurance and the climate law \u2013 arguably impact upstate more than the city.<\/p>\n<p>\u201cI think the attention is giving the impression that it\u2019s all New York City-centric, and I hear that from my constituents,\u201d he said.<\/p>\n<p>\u201cFrom my perspective as being a member who\u2019s in the conference, who hears what our leadership is negotiating with the governor, she\u2019s trying to strike a balance for both the city and non-New York City. We agree with striking that balance. However, we have no control over how people perceive striking that balance.\u201d<\/p>\n<p>But some local pols in smaller municipalities looked askance at Mamdani seeking more taxpayer money for New York City.<\/p>\n<p>\u201cI\u2019m bothered by the fact that we\u2019re bailing out New York City,\u201d said Anthony Colavita, the Republican supervisor the suburban town of Eastchester \u2014 just a few miles north of the Bronx.<\/p>\n<p>Colavita argued Mamdani isn\u2019t tightening the city\u2019s belt by reining in spending. The new mayor is just asking for more money, he said.<\/p>\n<p>\u201cWhat is the city doing to help itself?\u201d he said. <\/p>\n<p>\u201cWe\u2019re sending money to Albany and giving it to entities that are not managed well.
