Intelligence Tulsi Gabbard released a trove of declassified documents Monday, revealing the flimsy work, biased evidence and lack of first-hand accounts the former intelligence community inspector general used to advance the 2019 impeachment of President Trump.\u00a0<\/p>\n<p>Michael Atkinson, the former IC inspector general, did not follow proper procedures, according to Gabbard, before he sent a whistleblower\u2019s complaint about Trump\u2019s infamous July 2019 call with Ukrainian President Volodymyr Zelensky to Congress \u2014 which formed the basis of congressional Democrats\u2019 first failed Trump impeachment effort.\u00a0\u00a0<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Gabbard argued the declassified documents show the 2019 Trump impeachment was \u201cconcocted\u201d by Democrats.   <span class=\"credit\">Josh Morgan-USA TODAY via Imagn Images<\/span><\/figcaption><\/figure>\n<p>\u201cDeep state actors within the Intelligence Community concocted a false narrative that was used by Congress to usurp the will of the American people and impeach the duly-elected President of the United States,\u201d Gabbard said in a statement.\u00a0\u00a0<\/p>\n<p>\u201cInspector General Atkinson failed to uphold his responsibility to the American people, putting political motivations over the truth,\u201d she continued. \u201cAnd this, along with the politicization of the whistleblower process by a former CIA employee who was working hand in glove with Democrats in Congress, are egregious examples of the deep state playbook on how to weaponize the Intelligence Community.\u201d<\/p>\n<h2 class=\"wp-block-heading\"><strong>Key witness didn\u2019t hear the phone call\u00a0\u00a0<\/strong><\/h2>\n<p>The DNI found Atkinson interviewed only four people, including the whistleblower, during his 2019 investigation \u2013 none of whom had first-hand knowledge of Trump\u2019s call with Zelensky.\u00a0<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>One interviewee was described by Gabbard\u2019s office as a \u201cfriend\u201d of the whistleblower who \u201cwas a co-author of the January 2017 Russia Hoax Intelligence Community Assessment (ICA) and close colleague of disgraced former FBI Agent Peter Strzok.\u201d\u00a0<\/p>\n<p>The other two \u201ccharacter references\u201d questioned by Atkinson \u201chad zero firsthand knowledge of the July 2019 phone call.\u00a0<\/p>\n<p>\u201cDespite a lack of any firsthand evidence, IC IG Atkinson proceeded to take actions to weaponize the Whistleblower process and exceed his statutory jurisdiction by ignoring Department of Justice guidance and relying on only second-hand testimony to ensure the whistleblower complaint was released to Congress, referred to the FBI and leaked to the propaganda media,\u201d Gabbard\u2019s office said.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>The whistleblower appeared biased against Republicans but the inspector general sent his complaint to Congress biased\u00a0<\/strong><\/h2>\n<p>Atkinson testified before the House Intelligence Committee that he \u201cnever considered the whistleblower to be politically biased,\u201d despite information gleaned during his interviews that suggests otherwise.\u00a0<\/p>\n<p>The whistleblower admitted to speaking with Democrats in Congress about Trump\u2019s phone call before submitting the complaint to the inspector general, according to Gabbard.\u00a0<\/p>\n<p>Atkinson also noted in his memo after interviewing the whistleblower that \u201cComplainant is a registered democrat.\u201d<\/p>\n<p>The whistleblower further noted they \u201cworked closely with Vice President Biden as an expert on Ukraine\u201d and \u201ctravelled with Biden to Ukraine and was part of conversations where [Ukrainian Prosecutor General Yuriy] LUTSENKO corruption was discussed.\u201d\u00a0<\/p>\n<h2 class=\"wp-block-heading\"><strong>Atkinson \u201cweaponized\u201d whistleblower process\u00a0<\/strong><\/h2>\n<p>Gabbard found the IC inspector general \u201cwillfully exceeded his statutory jurisdiction\u201d to label the phone call complaint as an \u201curgent concern\u201d for Congress.<\/p>\n<p>Atkinson \u201cignored\u201d guidance from the Justice Department indicating that the complaint did not meet the \u201curgent concern\u201d threshold, since it did not relate to \u201cthe funding, administration, or operation of an intelligence activity.\u201d<\/p>\n<p>The IG also sent a criminal referral to the Justice Department \u2013 relying solely on second-hand knowledge of the phone call \u2013 which the DOJ later assessed contained no basis for a criminal case against Trump.\u00a0<\/p>\n<p>Atkinson further \u201cfailed to conduct basic due diligence,\u201d according to Gabbard, including by never requesting access to a transcript of Trump\u2019s call with Zelensky.\u00a0\u00a0\u00a0<\/p>\n<p>Gabbard\u2019s office notes the Atkinson sought out \u201cunprecedented assistance\u201d from other government agency IGs to proceed with the investigation of Trump in the event he was stopped.\u00a0<\/p>\n<p>Finally, the DNI notes the intelligence community\u2019s Office of the Inspector General \u201caltered the whistleblower form within months\u201d of Trump\u2019s call with Zelensky to \u201cno longer require firsthand knowledge as a
