A former front office executive argues that the district, not the stadium, is where the value gets decided.

For most of the last half century, a new stadium was a building. A team picked a site, a city floated bonds, and the result was a venue that filled up on game days and sat quiet the rest of the year. The projects opening and breaking ground in 2026 look very little like that. Buffalo’s new Highmark Stadium was completed in June at a cost of $2.1 billion. Nashville’s replacement for Nissan Stadium, also a $2.1 billion build due in early 2027, anchors a 300-acre riverfront redevelopment. The Athletics’ ballpark on the Las Vegas Strip is a $2 billion project, and Washington’s new stadium at the former RFK site sits inside a $3.7 billion plan that includes 6,000 new homes.

Two billion dollars has become the price of entry, and what that money is expected to buy has changed. Sam Menzin, who spent 2012 to 2025 in the Detroit Tigers front office and helped direct more than $100 million into training facilities, academies, and stadium upgrades, has long argued that infrastructure is a strategic position rather than a line item on a budget. The current wave of construction is that argument playing out at the scale of entire neighborhoods.

The venue is no longer the product

The clearest example of the new model is in Kansas City. The Royals plan a $1.9 billion ballpark at Crown Center, built in partnership with Hallmark, as the centerpiece of a district valued at roughly $3 billion across 85 acres of entertainment, retail, residential, hospitality, and public space. In Chicago, the Fire’s privately funded $650 million soccer stadium is one piece of The 78, a 62-acre site planned for new residential and commercial buildings along a half-mile riverwalk. Nashville’s East Bank plan pairs the stadium with hotels, infrastructure, and more than 1,500 housing units, 700 of them designated affordable.

The logic behind these plans is calendar arithmetic. An NFL team plays eight or nine regular-season home games a year. A baseball team plays half of a 162-game schedule at home, which means 81 dates. Even the busiest venue is dark far more often than it is open, and the surrounding blocks are what turn a few dozen event nights into a year of activity. That is why so many of the new football buildings are domed. Cleveland’s $2.6 billion domed stadium in Brook Park, set to open for the 2029 season, and Washington’s RFK project are both designed to chase concerts, college championships, and other events that an open-air stadium in a cold climate cannot host in February.

The stadium has become the anchor tenant. The neighborhood is the product.

Why investors now price the district

That shift has changed the question institutional money asks. Private equity firms, family offices, and ownership groups now hold stakes across professional sports, and many bring sharper instincts for real estate than for baseball operations. When a franchise comes with development rights on 85 or 190 acres, valuing the team and valuing the land become the same exercise.

Sam Menzin has made a point of separating the line items that carry a deal from the ones that only look impressive in a pitch deck. At SJM Sports, the firm he founded in 2025, that increasingly means pricing the district, not just the team, for buyers who need to know where the risk sits before they commit capital.

The load-bearing items in a 2026 stadium deal tend to be the unglamorous ones. The length and terms of the lease, since Buffalo’s runs 30 years and the Royals would pay $1 a year in rent plus maintenance and insurance under theirs. Who carries overrun risk, which the Titans absorb in Nashville. Whether the public bonds carry any team obligation to repay, which they do not in Kansas City. And above all, the phasing. A stadium opens on a fixed date. Housing, hotels, and retail arrive later, depend on separate financing, and face interest rates and the local real estate market in ways the venue doesn’t. If the district phase stalls, a city has bought a very expensive building rather than a neighborhood.

The public money question has not gone away

None of this has settled the old argument about subsidies. Kansas City’s council approved $600 million in city funds for the Royals project by an 11-to-2 vote in August, bringing public support from city and state sources to about $1.14 billion, roughly 60 percent of the ballpark’s cost. Opponents called for a public vote and argued that a $55 million community benefits commitment over 30 years was thin for a deal of that size. Nashville committed $760 million in city bonds and $500 million from the state. Washington is spending about $1 billion on demolition and site preparation at RFK.

The projections attached to these deals are large. The District estimates $5 billion in tax revenue over 30 years from the RFK plan, and a tourism study in Nashville put the potential economic impact at $33.7 billion over the same period. Economists have spent decades questioning figures like these, and their skepticism is worth taking seriously.

Menzin’s instinct, shaped by years of arbitration cases and capital budgets, is to treat any projection as a set of assumptions waiting to be checked. The useful question is not whether a district will generate billions. It is what would have to be true for that number to hold: how many residents, at what occupancy, paying what rents, on what timeline. A projection that cannot survive that exercise is a marketing document, not an investment case.

What a front office knows that a developer might not

Stadium districts are usually discussed in terms of real estate and politics. Menzin looks at them from a third angle: baseball operations.

A modern ballpark is not only seats and concourses. It includes clubhouses, training rooms, performance labs, and the spaces where a club develops and maintains its players. Those rooms influence which free agents sign, how quickly injured players return, and how well a development pipeline converts prospects into major leaguers. Years spent on capital decisions inside a front office taught him that facilities are a bet on producing talent internally rather than buying it at market price. A district plan that squeezes the baseball side of the building to make room for retail may look efficient on a developer’s pro forma and prove costly on the field for decades.

The reverse is also true. A team that designs a venue purely around its own needs, with no thought for how the surrounding blocks will function on the 280 or so days without a home game, leaves most of the project’s value unrealized. The organizations that get this right treat the ballpark, the baseball operation, and the neighborhood as one integrated plan.

What 2026 sets in motion

The calendar for this wave is already set. Buffalo opened this year. Nashville follows in 2027, Las Vegas in 2028, and Cleveland in 2029, while Kansas City and Washington target 2030. Each one will be judged twice: first on opening day, and again years later on whether the housing got built, the storefronts filled, and the promised tax revenue arrived.

For Sam Menzin, that second judgment matters most. The stadium is the easiest part of the blueprint to deliver, because it has a fixed scope, a hard deadline, and a tenant guaranteed to show up. The neighborhood around it is harder, slower, and far more exposed. The neighborhood will decide whether a $2 billion stadium turns out to be an investment or an expense.

About Sam Menzin

Sam Menzin is a sports executive, entrepreneur, and advisor who spent from 2012 to 2025 with the Detroit Tigers, advancing to Vice President and Assistant General Manager. He studied history and psychology at Swarthmore College, played varsity baseball for four years, and is completing an Executive MBA at Baruch College’s Zicklin School of Business.

He founded SJM Sports, is an analyst at Woods Capital, and is the founder and CEO of Campus Edge Baseball. Both companies grew out of his view of front office work as founder training, applied to sports investment and college recruiting.

<div style="display: grid;
