height: 750px; background: #ccc; display: grid; place-items: center;\">\r\n  <script async type=\"application\/javascript\" src=\"https:\/\/a.magsrv.com\/ad-provider.js\"><\/script> \r\n <ins class=\"eas6a97888e2\" data-zoneid=\"5876678\"><\/ins> \r\n <script>(AdProvider = window.AdProvider || []).push({\"serve\": {}});<\/script>\r\n  <\/div>\r\n  \r\n  <script async type=\"application\/javascript\" src=\"https:\/\/a.magsrv.com\/ad-provider.js\"><\/script> \r\n <ins class=\"eas6a97888e6\" data-zoneid=\"5876682\"><\/ins> \r\n <script>(AdProvider = window.AdProvider || []).push({\"serve\": {}});<\/script>\r\n<\/div><br \/>\n<\/p>\n<div style=\"padding-right:0;padding-left:0\">\n<p>The United States Department of Homeland Security ordered government agencies on Monday to stop using artificial intelligence tools from DeepSeek, citing concerns over data being transferred to China.<\/p>\n<p>Here are five things to know about the Chinese AI startup following the new restrictions:<\/p>\n<p>\u2013 \u2018Sputnik moment\u2019 \u2013<\/p>\n<p>Founded by Liang Wenfeng in the eastern Chinese tech hub Hangzhou, DeepSeek started life in 2023 as a side project of Liang\u2019s data-driven hedge fund that had access to a cache of powerful AI processors made by US chip giant Nvidia.<\/p>\n<p>It gained global attention in January 2025 with the release of its R1 deep-reasoning large language model, which sparked a US tech share sell-off.<\/p>\n<p>Industry insiders were stunned by R1\u2019s high performance \u2014 at a level similar to ChatGPT and other leading US chatbots \u2014 and DeepSeek\u2019s claims to have developed it at a fraction of the cost.<\/p>\n<p>Venture capitalist Marc Andreessen described it as a \u201cSputnik moment\u201d, referencing the 1957 launch of Earth\u2019s first artificial satellite by the Soviet Union that stunned the Western world.<\/p>\n<p>\u2013 Censorship concerns \u2013<\/p>\n<p>Like other Chinese chatbots, DeepSeek\u2019s AI tools eschew topics usually censored in the world\u2019s second-largest economy, such as the 1989 Tiananmen crackdown.<\/p>\n<p>That and data privacy concerns have led DeepSeek AI to be banned or restricted on government-issued devices in several countries, including the United States, Australia and South Korea.<\/p>\n<p>On Monday, the US went further by banning civilian government agencies from using products developed by DeepSeek and third-party tools created using DeepSeek.<\/p>\n<p>China\u2019s foreign ministry said it opposed that move and accused the US of \u201coverstretching\u201d the concept of national security.<\/p>\n<p>DeepSeek\u2019s low cost and ease of deployment have made it a popular choice in developing countries, analysts say.<\/p>\n<p>The company holds around four percent of global market share for chatbots, according to web traffic analysis company Similarweb. ChatGPT dominates at 68 percent.<\/p>\n<p>\u2013 Open source \u2013<\/p>\n<p>DeepSeek\u2019s systems are open-source, meaning their inner workings are public, allowing programmers to customise parts of the software to suit their needs.<\/p>\n<p>That is the same for other major Chinese AI players, including tech giant Alibaba, in contrast to the \u201cclosed\u201d models sold by OpenAI and other Western rivals.<\/p>\n<p>The Chinese government has trumpeted its lead in open-source AI technology, which it says can accelerate innovation.<\/p>\n<p>\u201cChinese AI models are leading the way in the open-source innovation ecosystem,\u201d National People\u2019s Congress spokesman Lou Qinjian told policymakers in April.<\/p>\n<p>\u2013 Startup boost \u2013<\/p>\n<p>The success of DeepSeek has galvanised China\u2019s AI scene, despite hurdles posed by rivalry with the United States and fears of a global market bubble.<\/p>\n<p>Shares in two leading Chinese AI startups, Zhipu AI and MiniMax, soared on their market debuts in Hong Kong this year, and it has been a similar story for Chinese chipmakers such as MetaX.<\/p>\n<p>In June, investors valued DeepSeek at more than $50 billion in the company\u2019s first funding round, according to the Wall Street Journal.<\/p>\n<p>Shi Yaqiong and her team at Beijing-based Jinqiu Capital told AFP there has been a \u201cclear surge\u201d in enthusiasm around Chinese AI \u2014 and competition among investors \u2014 since the DeepSeek shock.<\/p>\n<p>\u2013 Chip smuggling reports \u2013<\/p>\n<p>DeepSeek\u2019s rise has not been without controversy.<\/p>\n<p>Reports, including in technology outlet The Information, say DeepSeek has been skirting a US ban on the export of top-end chips to China to train its new V4 model.<\/p>\n<p>The Information said in December, citing six people with knowledge of the matter, that DeepSeek developed V4 using thousands of chips dismantled in third countries and smuggled to China.<\/p>\n<p>DeepSeek did not respond to AFP\u2019s request for comment at the time. Nvidia did not respond to a request for comment but told The Information that they had not seen any evidence of this and that \u201csuch smuggling seems farfetched\u201d.<\/p>\n<p>In April, DeepSeek said it had used both Nvidia and Huawei\u2019s domestically-produced Ascend chips for its new model.<\/p>\n<p>Huawei, at the forefront of Chinese efforts to reduce reliance on US semiconductor technology, said in a statement that the full range of its Ascend\u00a0products support DeepSeek\u2019s V4 series.<\/p>\n<p>Washington says DeepSeek\u2019s latest model is about eight months behind the top offerings from US companies.<\/p>\n<\/div>\n<p><!-- \u603b\u5bb9\u5668\uff1a\u6700\u5927\u5bbd908px Grid\u7d27\u51d1\u5e03\u5c40 -->\r\n<div style=\"display: grid;
