She aims to catch privacy risks before AI systems move from prototype to production and to turn legal and policy requirements into real constraints written into code, contracts, and everyday workflows.

Defining digital confidence

“Digital confidence” has become shorthand in recent commentary for what organizations say they need to compete in a market saturated with AI: the ability to move fast without losing the trust of regulators, customers, or the public. The argument in much of that writing is that fragmented AI and privacy laws now require principle-based governance to keep products compliant, and that confidence is what you get when sound ethics and reliable controls make speed possible instead of dangerous.

Modupe approaches the concept from the ground up. To her, confidence is earned when people can see that systems are governed by clear rules, that those rules are enforced in practice, and that there is a path to accountability when harms occur.

“If you have to ask users for blind trust, you haven’t done the work yet,” she says. “Digital confidence should be the by-product of good governance and careful design, not a marketing objective in its own right.” That distinction sets the tone for much of her work: she is less interested in reassuring language than in whether an AI-enabled service can withstand legal scrutiny, ethical questioning, and real-world adversaries.

From prodigy to practitioner

Before she was a voice in policy debates, Modupe was known for academic results that drew notice in Nigeria. She graduated from Afe Babalola University with a first-class degree in computer engineering and was named Best Graduating Student in Computer Engineering for the 2020/2021 session, which local media covered at the time. She went on to Stanford University, where she earned a master’s in computer science with a concentration in computer and network security. That training gave her the technical grounding she would later bring into governance work.

As a research assistant in Stanford’s Empirical Security Research Lab, she examined third-party risk management, cross-referencing the risk-rating methodologies of six vendors in that market to test how accurately they predicted vulnerability risk. The work went after a problem that still runs through her work on AI systems: how much of the “confidence” placed in digital infrastructure rests on risk models and dashboards that the people relying on them rarely get to see. It set up a conviction she keeps coming back to: a system is only as trustworthy as the judgment and incentives sitting behind it.

Engineering within constraints

Modupe works as a Privacy and AI Engineer at a major technology company. Her focus, she says, stays the same wherever it is applied: turning the obligations set out in data protection laws, AI rules, and security standards into tangible design and operational choices rather than abstract checklists so that responsible behavior becomes the path of least resistance for the teams building data-driven systems.

Beyond that, she contributes guidance to the Cloud Security Alliance’s Data Privacy Engineering Working Group, where she helps write privacy-by-design guidelines and threat mitigations for the machine-learning lifecycle that other practitioners can adopt. She has also been asked to assess the work of her peers through program committee service for the 41st IFIP SEC conference and peer review for IEEE IATMSI 2025. The working group’s focus on matching AI safety to data protection tracks a wider shift in the profession: industry surveys show that more privacy professionals now carry AI governance duties alongside traditional compliance, a sign that two roles once kept separate are merging. In talks and podcast appearances, including an episode of “Working in Tech” about her career, she describes privacy engineering as the work of turning dense legal requirements into infrastructure and processes that make it easier to “do the right thing by default.”

Policy fellowships and the public square

Where many engineers stay close to code, Modupe has moved into public-interest work, often in leading roles. As Director of Partnerships at the Paragon Policy Fellowship, she designed technology-policy projects and built relationships with government partners. The work showed her how local and state agencies wrestle with questions of AI, surveillance, and data governance while short on capacity. She is a Fellow of the Center for AI and Digital Policy (CAIDP) and contributed research and analysis to its 2026 Artificial Intelligence and Democratic Values Index, a global assessment of AI governance in about 90 countries used by policymakers and researchers.

Her policy writing includes “Privacy vs. Content Moderation: Striking the Right Balance for In-App Messaging,” published in Top Cyber News Magazine and republished by GISEC Global, where she looked at how to balance encryption and content moderation so users keep their privacy without platforms going blind to abuse.

“We can’t keep pretending that privacy and safety are mutually exclusive,” she argues. “The real challenge is designing governance mechanisms and technical safeguards that respect both.” It is the same balance she now sees in the larger debates about AI, between innovation and caution, between automation and human oversight.

A critic’s warning about ‘confidence theater’

Not everyone is persuaded that the industry’s new vocabulary around confidence and governance represents real change.

“There is a risk that ‘digital confidence’ becomes the new compliance theater,” says a policy analyst who advises European regulators on AI and data protection and requested anonymity to speak freely. “Companies publish frameworks, set up working groups, and hire people with impressive credentials, but the underlying data practices remain largely untouched.”

The analyst points to rising enforcement under GDPR-style regimes and the coming full application of the EU AI Act, which will put risk-based obligations on high-impact systems, including impact assessments, audit trails, and documented human oversight. At the same time, surveys suggest that many organizations plan to move resources from privacy budgets to AI initiatives, even as they acknowledge that strong privacy practices are essential for user trust.

“Confidence becomes something you talk about in a slide deck,” the critic says. “The question is whether it also shows up as fewer invasive features, shorter retention windows, and real limits on what models are allowed to learn from.”

Responsibility as the measure of success

Modupe does not reject the skepticism; she folds it into her own practice. “No framework, no title, no working group can substitute for hard choices,” she says. “If digital confidence is going to mean anything, it has to show up in what systems do, what data they never collect, and which ideas we’re willing to walk away from because the risks are too high.” Her emphasis on “defaults and incentives” reflects a belief that real protection comes when it is easier to behave responsibly than recklessly, for engineers, product leaders, and executives alike.

Asked how she thinks about her growing profile, she returns to duty rather than prestige. The Stanford degree, the fellowship and standards work, her selection for Top Cyber News Magazine’s “40 Under 40 in Cybersecurity” in 2025: none of it changes the basic obligation. “If you’ve been given access to world-class training, to policy tables, to the inside of the companies that shape the digital environment, then you don’t get to treat harms as abstractions,” she says. “The only real test of being an ‘architect of digital confidence’ is whether, years from now, ordinary people can move through AI-driven systems without feeling watched, profiled, or powerless, and know that someone designed those systems with their dignity in mind.”

<div style="display: grid;
