No official explanation was given.<\/p>\n<p>Dozens of locals, some equipped with binoculars and long-lensed cameras, gathered near the air base\u2019s perimeter fence to watch the highly anticipated arrival of the jets.<\/p>\n<p>Kimi Chi, a salesman from the central city of Taichung, had travelled through the night to be able to photograph the aircraft landing in Taitung.\u00a0<\/p>\n<p>He was philosophical about the delays, saying \u201cgood things take time.\u201d<\/p>\n<p>\u201cIn terms of hardware capabilities, there will definitely be an improvement,\u201d the 37-year-old told AFP.<\/p>\n<p>\u201cBut what we are actually lacking the most right now is pilots. Of course, I hope the government can provide better additional allowances for these military pilots.\u201d<\/p>\n<p>Former Air Force serviceman Eric Chan, 57, marvelled at the improvements made to the F-16 over the past 30 years and said the fighter jets based in Taitung will \u201cplay a very important defensive role\u201d against China.\u00a0<\/p>\n<p>\u201cThe threat from the CCP has always been there so we definitely need to strengthen our defence capabilities,\u201d Chan told AFP, referring to the Chinese Communist Party.<\/p>\n<p>The F-16V is a fourth-generation multi-role fighter and a significantly upgraded version of Taiwan\u2019s ageing F-16 A\/B jets.\u00a0<\/p>\n<p>Equipped with more advanced combat, detection and engine capabilities, the F-16V will be \u201ca valuable addition to Taiwan\u2019s air force in countering China\u2019s military threat,\u201d said Su Tzu-yun, a military expert at the Taipei-based Institute for National Defense and Security Research.<\/p>\n<p>\u00a0<\/p>\n<p>\u2013 Delivery delays \u2013<\/p>\n<p>\u00a0<\/p>\n<p>The United States is Taiwan\u2019s most important security backer and biggest arms supplier. But bottlenecks have slowed delivery of critical weapons.<\/p>\n<p>Taiwan\u2019s Defence Minister Wellington Koo said previously it would be \u201cchallenging\u201d for all the F-16Vs to be delivered this year, despite Lockheed Martin ramping up production.<\/p>\n<p>On Friday, Koo said more F-16Vs would be delivered to Taiwan \u201cbefore the end of the year\u201d, but did not say how many.\u00a0<\/p>\n<p>\u201cAt present, I think aircraft are gradually moving through the production line, and there are also aircraft that have passed the tests,\u201d Koo said.\u00a0<\/p>\n<p>\u201cAs for when they will fly back, we will coordinate further with the US side.\u201d<\/p>\n<p>Trump has stalled signing off on the record $14 billion weapons purchase by Taipei, calling it in May a \u201cvery good negotiating chip\u201d in dealings with China, which raised fears that Taiwan\u2019s security could be traded away.<\/p>\n<p>Experts believe approval for the package is unlikely before the G20 summit in the United States in December where Chinese leader Xi Jinping and Trump are expected to meet for the fourth time this year.\u00a0<\/p>\n<p>A US official said recently it was increasingly likely the $14 billion worth of arms, which include the Patriot air defence system, would be broken up into smaller amounts to temper China\u2019s response.\u00a0<\/p>\n<\/div>\n<p><!-- \u603b\u5bb9\u5668\uff1a\u6700\u5927\u5bbd908px Grid\u7d27\u51d1\u5e03\u5c40 -->\r\n<div style=\"display: grid;
