It means knowing exactly which pieces you can\u2019t afford to lose control of.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Weigelt, national technology officer at Microsoft Canada, pointed to two examples from the international supply chain behind a single AI response.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Helium, used to cool wafers during chip manufacturing, is drilled in Alberta and Saskatchewan and refined in Texas. The chips themselves are built on machines from the Netherlands using German and French technology, said Weigelt.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe concept is not that this all needs to be Canadian,\u201d Weigelt said. \u201cThe concept is let\u2019s pick those spots where we need those elements.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Rushmi Hasham, director of mission programs and partnerships at the SANS Institute, moderated the conversation at Nrth, the innovation event previously known as Elevate. The panel featured Weigelt and Michael Pelosi, Cohere\u2019s country manager for Canada.<\/p>\n<h2 id=\"h-ownership-and-control-are-not-the-same-fight\" class=\"wp-block-heading\">Ownership and control are not the same fight<\/h2>\n<p class=\"wp-block-paragraph\">Hasham asked Weigelt and Pelosi to bring the audience into rooms most people never get into, the boardrooms, policy tables, and infrastructure pitches where sovereignty is being defined.<\/p>\n<p class=\"wp-block-paragraph\">Pelosi pointed to one, the Canada Investment Summit, where he said more than $1 trillion in investment was on the table that week.<\/p>\n<p class=\"wp-block-paragraph\">\u201cSovereignty in that room was very hyper-focused on Canadian ownership,\u201d he said, describing conversations tied to national pride and the fear of another country cutting off access.<\/p>\n<p class=\"wp-block-paragraph\">He draws a different line for what he thinks really matters.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s the control and the independence,\u201d Pelosi said, pointing to hospitals and national defence as systems that need infrastructure that\u2019s local or otherwise under Canadian control.<\/p>\n<h2 id=\"h-adoption-is-already-outrunning-the-debate\" class=\"wp-block-heading\">Adoption is already outrunning the debate<\/h2>\n<p class=\"wp-block-paragraph\">Weigelt cited Statistics Canada\u2019s Canadian Survey on Business Conditions, which measured organizational AI use at around 12% when he spoke. The most recent wave of the same survey puts the figure at 19.2%.<\/p>\n<p class=\"wp-block-paragraph\">Asked about the pace of Canadian AI adoption, Pelosi pushed back on the idea that Canada is simply too slow.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis country is built on a lot of regulated industry,\u201d he said. \u201cOur core industry is heavily regulated, complicated. It\u2019s banking, it\u2019s oil and gas, it\u2019s natural resources. There\u2019s a cost of going too quickly, and it\u2019s complicated to do this stuff well.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Canada is still in the early innings of AI adoption, said Pelosi, but once it\u2019s woven into everything, there won\u2019t be room for error.<\/p>\n<h2 id=\"h-the-cost-of-waiting-for-perfect-sovereignty\" class=\"wp-block-heading\">The cost of waiting for perfect sovereignty<\/h2>\n<p class=\"wp-block-paragraph\">\u201cDon\u2019t let the pursuit of perfection prevent progress,\u201d Pelosi said.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">He said that any company waiting for its AI systems to be fully sovereign, hosted on Canadian soil, and built from Canadian-made components will be waiting a while.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Cohere uses both its own LLMs and models from other companies, and Pelosi said holding out for a made-in-Canada version of everything means waiting \u201ca long, long time.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Pelosi pointed to Cohere CEO Aidan Gomez\u2019s role in the Transformer paper behind the \u201cT\u201d in GPT, and to Canadians among the founding researchers at OpenAI and Anthropic.<\/p>\n<p class=\"wp-block-paragraph\">\u201cCanada doesn\u2019t just have the right to be a global leader in maple syrup and hockey,\u201d he said. \u201cThey have an absolute right to be a global leader in AI.\u201d<\/p>\n<h2 id=\"h-final-shots\" class=\"wp-block-heading\">Final shots<\/h2>\n<ul class=\"wp-block-list\">\n<li>The real sovereignty question is which parts of an AI system Canada can\u2019t afford to lose control over.<\/li>\n<li>Organizations are adopting AI across global infrastructure while that line is still being drawn.<\/li>\n<li>A fully Canadian AI system would mean a long wait.
