Yet according to a new report from the environmental technology non-profit SkyTruth, a much larger and more persistent problem is unfolding every day across the world\u2019s oceans.<\/p>\n<p class=\"wp-block-paragraph\">The organisation estimates that around <strong>1.58 million square kilometres of ocean surface is covered by oil slicks annually<\/strong>, with the overwhelming majority of this pollution linked not to catastrophic accidents but to routine maritime and offshore activities. The findings are based on a global analysis that combines satellite imagery, vessel tracking information and geospatial analytics to create one of the most comprehensive pictures yet of chronic marine oil pollution. The research arrives at a time when governments, regulators and environmental groups are increasingly turning to satellite-based monitoring technologies to identify environmental harm that would otherwise remain largely invisible.<\/p>\n<p class=\"wp-block-paragraph\">According to SkyTruth, more than 90 per cent of the estimated oil pollution occurs within national waters, often close to coastlines where marine ecosystems are especially vulnerable. The analysis drew on data from the organisation\u2019s platform together with radar imagery obtained through the European Space Agency\u2019s satellite programme between 2023 and 2025.<\/p>\n<p class=\"wp-block-paragraph\">Unlike optical imagery, synthetic aperture radar can detect slicks on the ocean surface irrespective of cloud cover or darkness. This makes it particularly useful for monitoring marine pollution over large geographic areas. The analysis indicates that approximately 81 per cent of attributable annual oil slick coverage is associated with vessels, including both ships transmitting Automatic Identification System (AIS) signals and so-called \u201cdark vessels\u201d that are either not broadcasting their position or cannot readily be identified. Tankers and cargo vessels emerged as the vessel categories most frequently associated with observed slicks.<\/p>\n<p class=\"wp-block-paragraph\">Karl Wuster, SkyTruth\u2019s Chief Technology Officer, said the study demonstrates that chronic oil pollution is not an occasional phenomenon but a continuous global issue. \u201cOil pollution is a constant, global issue that happens far more often than the spills that make headlines,\u201d Wuster said in a statement accompanying the report.<\/p>\n<h2 id=\"h-mapping-global-hotspots\" class=\"wp-block-heading\">Mapping global hotspots<\/h2>\n<p class=\"wp-block-paragraph\">One of the report\u2019s most striking contributions is its identification of pollution hotspots. The highest concentrations of oil slicks were detected in several of the world\u2019s busiest maritime and hydrocarbon-producing regions. These include the Red Sea, the Persian Gulf, the Mediterranean Sea and the Black Sea. Significant concentrations were also observed off the western coast of Africa and around Indonesian waters.<\/p>\n<p class=\"wp-block-paragraph\">These patterns are unsurprising given the density of shipping traffic and oil and gas operations in such regions. However, the findings provide quantitative evidence that can help regulators and policymakers focus enforcement and monitoring efforts where they may have the greatest impact. The geographical analysis also exposes an important limitation in current monitoring capabilities. Large sections of the high seas remain under-observed because of limited satellite coverage. As a result, the true extent of chronic marine pollution may be even greater than current estimates suggest. For researchers and environmental agencies, this \u201cobservability gap\u201d represents one of the most significant barriers to understanding global ocean pollution.<\/p>\n<p class=\"wp-block-paragraph\">The study offers some encouraging findings regarding marine conservation. According to SkyTruth, approximately 75 per cent of marine protected areas exhibit lower oil slick concentrations than surrounding waters. This suggests that some protected regions may be benefitting from reduced industrial activity or greater environmental oversight.<\/p>\n<p class=\"wp-block-paragraph\">However, the report also identifies several concerning exceptions. Sensitive marine mammal habitats continue to experience measurable oil pollution exposure. Examples highlighted include porpoise and dolphin habitats in the south-eastern Black Sea and the habitat of the critically endangered Rice\u2019s whale in the Gulf of Mexico. Such findings reinforce concerns among marine biologists that chronic pollution may contribute to long-term ecological stress even when major spill events are absent. Small but repeated releases can affect food webs, behaviour patterns and habitat quality over extended periods.<\/p>\n<p class=\"wp-block-paragraph\">Perhaps the most politically sensitive aspect of the report concerns fleet registration and maritime governance. The analysis found that several so-called \u201cflags of convenience\u201d appeared disproportionately associated with oil slick observations relative to the size of their fleets. Among those identified were vessels registered under the flags of Palau, Panama, Malta and Cyprus. Flags of convenience allow ship owners to register vessels in jurisdictions outside their country of ownership, often for administrative or regulatory reasons. While the practice is entirely legal and widely used throughout the shipping industry, critics have long argued that some registries may provide weaker oversight.<\/p>\n<p class=\"wp-block-paragraph\">SkyTruth stops short of assigning responsibility for specific pollution events based solely on registry status. Nevertheless, the findings raise questions about the effectiveness of monitoring and enforcement mechanisms within certain flag states. The report further notes that accountability can be complicated by gaps in beneficial ownership information. In some instances, tracing a vessel back to the ultimate corporate entity responsible for its operation can be difficult, creating obstacles for regulators, investigators and environmental groups seeking to address pollution concerns.<\/p>\n<h2 id=\"h-repeat-offenders-identified\" class=\"wp-block-heading\">Repeat offenders identified<\/h2>\n<p class=\"wp-block-paragraph\">The research also identified a relatively small number of vessels that repeatedly appeared in close association with observed slicks. Among the most notable findings was the identification of 16 vessels linked to oil slick observations during more than 10 per cent of satellite passes in which they appeared. Several offshore facilities, particularly in waters around Indonesia and Nigeria, were also repeatedly associated with detected pollution. Although satellite observations alone cannot definitively establish legal liability, repeated associations provide valuable intelligence for further investigation by national authorities, maritime regulators and environmental enforcement agencies. This capability represents one of the most important advances offered by modern geospatial monitoring. Rather than simply documenting pollution after the fact, analysts can now identify recurring patterns that may indicate ongoing compliance failures.<\/p>\n<h2 id=\"h-turning-satellite-intelligence-into-environmental-action\" class=\"wp-block-heading\">Turning satellite intelligence into environmental action<\/h2>\n<p class=\"wp-block-paragraph\">The report\u2019s release during Climate Week NYC underscores a broader trend in environmental governance: the growing use of remote sensing, artificial intelligence and geospatial analytics to support transparency and accountability. For years, monitoring oceans at a global scale was constrained by geography, cost and limited access to data. Today, advances in satellite technology, cloud computing and machine learning are making it possible to detect environmental impacts that were previously hidden from view.<\/p>\n<p class=\"wp-block-paragraph\">SkyTruth argues that the challenge is no longer merely measuring pollution, but ensuring that the resulting information leads to meaningful action. By combining satellite imagery with increasingly sophisticated analytical tools, organisations can identify pollution hotspots, monitor industrial activities and provide evidence to governments, regulators and conservation groups.
