to rebuild domestic reserves. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">Adding to the global market volatility, Ukraine&#8217;s targeting of Russian energy facilities has knocked out the country&#8217;s refining capacity. <\/p>\n<p class=\"ssrcss-1q0x1qg-Paragraph e1jhz7w10\">&#8220;It is a serious hit on the Russians,&#8221;
