must change Facebook\u2019s and Instagram\u2019s \u201caddictive design\u201d or face a heavy fine, the EU warned on Friday.<\/p>\n<p>Brussels accused the US tech giant of failing to limit the risks the platforms posed to users, especially children and vulnerable adults, because of features designed to keep them on Facebook and Instagram.<\/p>\n<p>Of particular concern are those like endless scroll, highly personalised feeds and the automatic playback of videos.<\/p>\n<p>\u201cProtecting the physical and mental health of Europeans must be a priority for social media platforms,\u201d EU tech chief Henna Virkkunen said in a statement.<\/p>\n<p>The European Union has in recent months stepped up its efforts to force Big Tech to better protect users online, especially children.<\/p>\n<p>In a preliminary view on Friday, the European Commission said it \u201cconsiders that Meta needs to implement design changes to both Instagram and Facebook\u201d after concluding the platforms broke EU content rules.<\/p>\n<p>Changes could include \u201cdisabling key addictive features such as \u2018autoplay\u2019 and \u2018infinite scroll\u2019 by default, implementing effective \u2018screen time breaks\u2019, and adapting its recommender system to make it less engagement-oriented\u201d, it added.<\/p>\n<p>Meta said it disagreed with findings but would continue to \u201cengage constructively\u201d with the EU.<\/p>\n<p>If the regulator\u2019s views on Meta are confirmed, the EU can slap a fine of up to six percent of the company\u2019s total worldwide annual turnover.<\/p>\n<p>A senior EU official insisted Brussels did not want to punish companies.<\/p>\n<p>\u201cWe want to bring about change, and if we can get that change via commitments then we would be most happy,\u201d a senior EU official said.<\/p>\n<p>\u2013 Inadequate tools \u2013<\/p>\n<p>The findings come before an expert panel tasked by EU chief Ursula von der Leyen delivers its recommendations on Monday on how the EU can better shield children online from inappropriate content.<\/p>\n<p>Von der Leyen faces pressure to act, with some EU states including France pushing for bloc-wide bans on social media for minors following Australia\u2019s groundbreaking ban for under-16s.<\/p>\n<p>The EU delivered a similar warning to TikTok in February this year, telling the company to change its design or risk massive fines.<\/p>\n<p>But the official said there was a \u201cslight difference\u201d with TikTok since \u201cMeta has indeed always tried to address minor protection online\u201d.<\/p>\n<p>The EU began its probe into Meta in 2024 under the Digital Services Act (DSA).<\/p>\n<p>The content law is a major weapon in the EU\u2019s bolstered armoury adopted in recent years to curb what Brussels describes as Big Tech\u2019s excesses.<\/p>\n<p>In Friday\u2019s findings, Brussels said Facebook\u2019s and Instagram\u2019s time management tools can be easily dismissed while parental controls are only effective if parents have some technical knowledge, the commission said.<\/p>\n<p>Meta also disregarded information about the time children spend on the apps at night \u201cand how the optimisation of its different formats \u2014 such as reels and stories \u2014 could lead to excessive or compulsive use of the services\u201d.<\/p>\n<p>But Meta said the EU\u2019s findings \u201cdon\u2019t accurately take into account the significant steps we\u2019ve taken to protect teens\u201d, pointing to a type of account launched since the probe began.<\/p>\n<p>Meta\u2019s Teen Accounts allow parents to block access to Instagram at night and cap daily screen time at 15 minutes, it said.<\/p>\n<p>As part of the same investigation, the EU accused Meta in April of failing to prevent children under 13 using Facebook and Instagram, thereby potentially exposing them to inappropriate content.<\/p>\n<p>The wide-ranging probe is still looking into the possible so-called \u201crabbit hole\u201d effects \u2014 which occurs when users are fed related content based on an algorithm, in some cases leading to more extreme content \u2014 on the platforms.<\/p>\n<p>Meta has faced similar scrutiny across the Atlantic including a US trial this year which ruled Meta\u2019s and YouTube\u2019s platforms were harmfully addictive.<\/p>\n<\/div>\n<p><!--
