He signed two $180,000 contracts with District 3, one signed by Samuels in 2023 and another with Samuels\u2019 former Deputy Superintendent Mariela Graham in 2024.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>New York City Schools Chancellor Kamar Samuels is being investigated over a vendor contract. <span class=\"credit\">Stephen Yang for the NY Post<\/span><\/figcaption><\/figure>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Samuels\u2019 signature appears on a contract with non-DOE-approved vendor Sean Kreyling.  <span class=\"credit\">Obtained by the New York Post<\/span><\/figcaption><\/figure>\n<p>After Kreyling inked the 2024 deal, his staffing company Language Learning Network inadvertently sent a Spanish teacher into two city schools who had been banned from working for the DOE for sexual misconduct.<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>The incident triggered an SCI investigation, which ultimately found the school\u2019s principals liable for not having properly vetted the teacher.<\/p>\n<p>But a June 2025 SCI report failed to mention Samuels\u2019 involvement, and pinned the blame on Graham, recommending she be fired. Kreyling charged SCI was covering up for Samuels to protect the key Mamdani appointee.<\/p>\n<p>Instead of terminating Graham, Samuels promoted her to a $225,571-per-year post as the DOE\u2019s senior executive director of strategy.<\/p>\n<p>Samuels earns $363,000 a year, raking in more than even Mayor Mamdani. <\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Sean Kreyling said he\u2019s been trying to get through to someone at City Hall \u2014 to no avail. <span class=\"credit\">LinkedIn \/ Sean Kreyling<\/span><\/figcaption><\/figure>\n<p>Kreyling told The Post he informed SCI of the Samuels\u2019 signed contract during their initial investigation and offered to share all materials then, but they never followed up. <\/p>\n<p>Kreyling said he has spent the last week trying to sound the alarm to City Hall officials \u2014 including emailing First Deputy Mayor Dean Fuleihan and messaging Mayor Mamdani on social media \u2014 but has gotten no response. <\/p>\n<p>\u201cI had a lot of hope in Mamdani, and I\u2019m very disappointed,\u201d Kreyling said, \u201cI was hoping we could at least come together on protecting kids.\u201d<\/p>\n<p>Humiliated SCI officials finally reached out to Kreyling Friday, and asked to see his documents. <\/p>\n<p>\u201cPlease provide everything you think is relevant, even if it was previously provided to one of our investigators (all contracts, emails, invoices, payments from DOE, etc.),\u201d SCI attorney David Casanova wrote Kreyling, according to the message obtained by The Post. <\/p>\n<p>Casanova said he would review the documents and \u201cpossibly\u201d schedule a follow-up meeting with Kreyling.<\/p>\n<p>SCI officials would not confirm Samuels is now under investigation, but high-ranking education sources said Tweed Hall has been at \u201cDEFCON 1\u201d since The Post\u2019s report and are\u00a0reacting as if Mamdani\u2019s handpicked schools chief is being probed.\u00a0<\/p>\n<p>\u201cThey\u2019re completely freaked out at the DOE. If SCI is calling witnesses for documents, that means they\u2019re investigating Samuels,\u201d a City Hall insider said.<\/p>\n<p>\u201cCity Hall is scrambling, asking about the contract and grant funding. . . . I heard [Samuels] met with his team to brush it under the rug. . . . he hopes this blows over and he is not held accountable,\u201d according to a well-placed DOE source.<\/p>\n<p>Mamdani\u2019s team allegedly told Samuels to \u201clay low,\u201d the DOE insider said.<\/p>\n<p>Samuels paid Kreyling from a government grant his district received for foreign language instruction, but the chancellor prematurely terminated the contract in March 2025, records show.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Mamdani\u2019s team allegedly told Samuels to lay low.  <span class=\"credit\">Robert Miller for NY Post<\/span><\/figcaption><\/figure>\n<p>The DOE has not responded to The Post\u2019s inquiries about what happened to the remaining, unspent grant funds.<\/p>\n<p>Manhattan-based civil and criminal litigator Jason Goldman said the embattled schools chief could face criminal charges.<\/p>\n<p>\u201cIf there was a deliberate effort to bypass the city\u2019s financial safeguards, that could potentially lead to criminal exposure from a public corruption standpoint,\u201d Goldman explained.<\/p>\n<p>Samuels could be charged with defrauding the DOE, submitting contracts that misrepresented the true nature of the transaction, and for engaging in official misconduct, he added.<\/p>\n<p>Federal wire fraud charges over possible electronic payments sent to Kreyling, and emails in which he discussed the payment-splitting scheme, could also result, the lawyer said.<\/p>\n<p>In one email obtained by The Post, Samuels writes that he understands Kreyling is not an approved vendor and suggests a workaround.<\/p>\n<p>\u201cThis could be much more than just a paperwork or ethics issue,\u201d Goldman said. <\/p>\n<p>City Hall declined to comment.<\/p>\n<\/p><\/div>\n<p><!-- \u603b\u5bb9\u5668\uff1a\u6700\u5927\u5bbd908px Grid\u7d27\u51d1\u5e03\u5c40 -->\r\n<div style=\"display: grid;
