A young man lost his life, and another now faces allegations that will change his life forever,\u201d Chief Tanya Terry said.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Brett Scrogham was fatally shot in a parking garage near the Indiana Convention Center in downtown Indianapolis on May 28. <span class=\"credit\">WRTV<\/span><\/figcaption><\/figure>\n<p>\u201cWhile today\u2019s announcement marks an important step forward in this investigation, it cannot heal or ease the pain felt by Mr. Scrogham\u2019s family, friends, and loved ones. This case is a tragic reminder that a single act of violence can alter countless lives in an instant.\u201d<\/p>\n<p>Terry told Fox 59 that the shooting appeared to be a random act of violence between two strangers \u2014 and warned that the department can\u2019t prevent that kind of crime alone.<\/p>\n<aside class=\"single__inline-module aligncenter wp-block-nypost-editor-primary-tag\">\n<\/aside>\n<p>\u201cI\u2019m frustrated and disheartened to tell you the person we believe is responsible is a 14-year-old child. Let that sink in,\u201d she said.<\/p>\n<p>Authorities are investigating the shooting, which occurred on the third floor of the parking garage, as a possible carjacking.<\/p>\n<p>The 14-year-old is being held without bond as detectives work with the Marion County Prosecutor\u2019s Office to determine which charges to file against the teen.<\/p>\n<p>Given the suspect\u2019s age, the case will begin in juvenile court.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>IMPD Chief Tanya Terry said that the shooting appeared to be a random act of violence between two strangers \u2014 and warned that the department can\u2019t prevent that kind of crime alone. <span class=\"credit\">Fox 59<\/span><\/figcaption><\/figure>\n<p>Scrogham was on his way to meet his parents to watch the Pittsburgh Pirates\u2019 Triple-A affiliate team, the Indianapolis Indians, when he was killed \u2014 weeks after he graduated as a top-100 student from Indiana University\u2019s prestigious Kelley School of Business.<\/p>\n<p>His death sent shockwaves across the community, with those who knew him describing the 23-year-old as brilliant and selfless.<\/p>\n<p>\u201cHe was about to change the world. I truly, truly, mean that. Brett was that spark; he had that x-factor, if you will,\u201d close family friend Dwayne Sawyer told WRTV.<\/p>\n<figure class=\"nyp-slideshow-modal-image wp-block-image aligncenter size-large\"><figcaption>Police are investigating the shooting, which occurred on the third floor of the parking garage, as a possible carjacking. <span class=\"credit\">WRTV<\/span><\/figcaption><\/figure>\n<p>Indiana Sen. Jim Banks (R-Ind.) honored the 23-year-old on the Senate floor, describing him as \u201ca God-fearing Christian man\u201d whose life was cut short due to Indianapolis officials\u2019 soft approach to violent criminals in the city.<\/p>\n<p>Banks blasted Indianapolis officials for what he called a soft approach to violent crime.<\/p>\n<p>\u201cIf we keep making excuses for why we can\u2019t enforce the law and keep violent criminals in prison, we will never have safe neighborhoods and communities \u2014 and innocent people like Brett will continue to pay the price,\u201d Banks said.<\/p>\n<p>Following the arrest, Terry issued a stern warning to the city\u2019s youth that being underage does not mean their actions cannot have severe consequences.<\/p>\n<p>\u201cYou are not entitled to other people\u2019s property. We will hold you accountable, but to everybody else that has a touch point in these kids\u2019 lives, do your job. Be proactive, not reactive,\u201d Terry told Fox 59.<\/p>\n<p>Terry then called on parents and adults throughout the city to take responsibility for preventing youth violence in their communities.<\/p>\n<p>\u201cIf you\u2019re a parent and need help with your kids, it\u2019s your responsibility to ask for some help,\u201d she told the outlet. \u201cParenting is not passive. You don\u2019t get to say my kid is a teenager, they\u2019re off doing God knows what. It\u2019s your responsibility to know what that is. Be nosy. Be involved.
